Piedmont town foreman indicted

Shingler faces seven counts in connection with FEMA trailer fraud

PIEDMONT, W.Va. — Town Foreman John Shingler was recently indicted by a federal grand jury on six felony counts of embezzlement of government property and one felony count of making a false statement. 

Shingler is the sole defendant in the Piedmont Federal Emergency Management Agency trailers fraud case, according to Paul Camilletti, assistant United States attorney.

Cpl.  J.E. Whisner of the West Virginia State Police previously told the Times-News there were seven indictments.

Shingler surrendered to authorities and was released on bond, Camilletti said.

The case is in U.S. District Court in Martinsburg and involves allegations of fraud with six FEMA trailers that were purchased in 2009.

The investigation into the trailers has been ongoing since September 2011.

Ray Hall, commissioner, provided state police with a recorded tape of an executive session where the FEMA trailers were discussed.

Neither Mayor Skip Clifford nor any of the current council members were in office at the time the funds were used. Town Clerk Betsy Rice said she and Shingler were the only officials re-maining.

Former Mayor Ebbie Gil-more and Finance Commissioner Mickey Racco died while in office in 2010.

The jury trial for Shingler will take place on March 19 in Martinsburg.
