Public can comment on boundary changes for Garrett County sanitary district

OAKLAND — The Garrett County Commissioners voted recently to hold the public comment period for boundary changes for the county sanitary district open until Aug. 5 and to include a review session with Gorman Getty III, county attorney. The county’s Water and Sewer Master Plan hasn’t been updated in full since 1997 and once it’s completed it will include a review of all sewer and water service areas, according to Monty Pagenhardt, county administrator. There are people who are outside the service district per the map definition but they are receiving services, and vice versa, said Pagenhardt.  

The nine sewer service areas that have proposed amendments include Bloomington, Chestnut Ridge, Crellin, Deep Creek Lake, Deer Park, Friendsville, Hutton, Jennings and Kitzmiller. The nine water service areas that have proposed amendments are Bloomington, Crellin, Deer Park, Friendsville, Gorman, Keysers Ridge, Kitzmiller, McHenry and Mountain Lake Park/Loch Lynn Heights.

Properties outside the service areas won’t be affected by the proposed amendment changes but those located within the service areas are subject to ad valorem taxes where applicable and may be subjected to a mandatory connection. The ad valorem tax rate is not yet known and there could be 18 different rates because they are based on the number of properties, the assessed value and debt owed on a particular system, according to Pagenhardt.

The commissioners will vote on the proposed amendments to the sewer and water services areas during their next meeting on Aug. 5.

Also during the meeting the commissioners voted to approve a road use agreement with Exelon for Frostburg Road. The agreement requires that Exelon fix any damages that occur to that road once the Fourmile wind project is complete.       

The Maryland Public Service Commission approved the Fourmile wind project, which will consist of 16 turbines on Frostburg Road, last year.

  Anyone with comments regarding the proposed boundary changes to the sanitary district can make them to commissioners or to the Garrett County Department of Public Works Utilities Division.
