FSU planning new campus security facility

Police station project divided into design, construction phases

FROSTBURG — Officials at Frostburg State University are moving forward with plans to construct a new public safety building at the school that will be twice the size of the current security facility.

“We will be receiving funding in fiscal year 2015 for the planning and design of a new university police headquarters on campus,” said Jonathan Gibralter, FSU president.

The current 2,500-square-foot campus police station on University Drive was constructed in 1953. The new police headquarters will be 5,500 square feet and will be constructed on Braddock Road.

The new university public safety building will be located near the sports fields and the Stangle Building.

“We want to move it to a more visible spot on the campus so when parents and kids come to the campus they are aware that security is important to us,” said Stephen Spahr, FSU chief of staff and vice president.

Gibralter said the planning and design phase could begin in July.

“The project has already been approved by the (Maryland) Department of Budget Management,” said Gibralter.

Spahr said Maryland’s House and Senate have also approved the project.

FSU officials said that following the planning and design phase, construction could begin in fiscal year 2016 if funding continues to remain in the state budget.

“The likelihood of getting construction money once you have designed the building is far better than going in and asking for the building whole,” said Spahr.

FSU officials were asked at the state-level to split the funding of the project into two years so funding can be allocated over a broader period of time.

“They want us to split it up into two years and give us the design money now and the construction funds in 2016,” said Spahr.

Spahr said the plan for the building will receive input from the Maryland State Police and will be constructed to meet the current law enforcement professionalism standards.

“We started with the kind of facility they (the state police) are using and then we will make it suitable to fit our folks’ needs,” said Spahr.
