Va. man arrested in sexual solicitation of youth in Garrett

— OAKLAND — A four-month investigation of a sexual solicitation case involving a 14-year-old girl has led to the arrest of a Woodbridge, Va., man, according to the Garrett County Sheriff’s Office.

Rory John Frank Jr., 22, was arrested Aug. 27 when Garrett County Sheriff’s Office detectives and Prince William County (Va.) investigators jointly executed a search-and-seizure warrant at Frank’s residence in Woodbridge. The accused was taken into custody in the early morning raid on an arrest warrant obtained in Garrett County.

Frank was jailed in Prince William County as a fugitive from justice until Thursday when he was extradited to Garrett County and charged with sexual solicitation of a minor, displaying pornography to a minor, soliciting a person to create child porn-ography, telephone misuse and indecent exposure.

Following his return to Garrett County, Frank was jailed on $10,000 bond, pending bail review in district court.

In April, a Garrett County detective developed information that Frank allegedly solicited the 14-year-old girl for illegal sex.

Police said Frank also allegedly sent pornographic material to the victim and requested the victim to create child pornography.

The suspect reportedly first contacted the juvenile on a popular social media Internet website that led to further communication and phone calls from the suspect.

Sheriff’s detectives collected digital evidence associated with the case during the investigation.
