Arkansas sex offender sentenced for assault of Frostburg teenager

CUMBERLAND — A registered sex offender from Arkansas was sentenced recently to a 14-year prison term for the sexual assault of a 15-year-old girl at a Frostburg motel last May, according to the State’s Attorney Office.

Todd Edward Sparks, 36, was sentenced by Allegany County Circuit Court Judge Gary G. Leasure to 14 years in the Division of Corrections for two counts of third-degree sex offense.

After completion of the sentence in Maryland, Sparks will be extradited back to Arkansas to face additional jail time based on the parole violation stemming from the case.

The case was initiated when a juvenile female was reported missing by her father. He indicated that he had reason to believe that she may be with an adult male that she had met on the internet.  

An investigation was conducted by the Combined County Criminal Investigation Unit, headed by Detective Cory Beard, as well as local law enforcement agencies to ascertain her whereabouts. During the course of the investigation it was determined that the juvenile had in fact met Sparks, a registered sex offender, over the internet and he traveled from Arkansas to meet her.

The juvenile female was taken to a local hotel by the defendant where he had sexual intercourse with her. Based on the age of the juvenile and that of the defendant, he was charged with the crimes to which he pleaded guilty.    

Prosecuting the case for the State was Senior Assistant State’s Attorney Jacqueline R. Brandlen. Sparks was represented by attorney David Schram of the Office of the Public Defender.
