Why is there nothing for Frostburg's skateboarders?

It has become apparent to me that the city of Frostburg obviously is being very unfair to the people who live in this city. Over the past years the citizens of Frostburg watched as the skate park was taken away and left the skaters with no grounds of their own.
The city of Frostburg had passed an ordinance stating that it was unlawful for anybody to ride or even push a skateboard on streets, alleys, sidewalks and parking lots, except in a public skateboard facility in which Frostburg no longer has. But at the same time it is OK to ride a bike. To me that doesn't make much since and it's truly irritating.
The skate park we once had in Frostburg was keeping "kids" off the streets and giving the local skaters something to do with their time and hobby. So why is it that we have local basketball courts and baseball/football fields for those who take part in those sports but the skaters in Frostburg are left with nothing and are being forbidden to dare step foot on their boards in public?
