Why must he pay a surcharge for something he doesn’t use?

— Your article on AES Warrior Run was very informative (“AES Warrior Run: Local plant the future of coal energy,” Regional Update Page 1, March 25 Times-News).

I would like to know if anybody knows why Potomac Edison can charge a “Cogeneration PURPA Surcharge” for generation of electricity that I do not use?

I have a different supplier but I paid  Potomac Edison $116.62 for electric generation that I did not use.
