Mike Swick of Hoyman Painting of Cumberland, uses a roller to paint the railing outside the new judicial building on the corner of South High Street and Gravel Lane in Romney, W.Va., Wednesday morning as the building gets closer to a grand opening set for Sept. 5 at noon. The building will house a number of judicial offices and services.
