Junior Beals from Excavating Associates installs sediment erosion control blanketing Monday afternoon along the old railroad bed in Carpendale, W.Va., during phase one of the Rails to Trails project. The company will be preparing the area from town hall through the tunnel to the bridge that crosses the Potomac River in the project funded in part from the Federal Highway Administration’s Transportation Enhancement Program.
