OAKLAND — James Shreve has been named the 2013 Correctional Officer of the Year by Garrett County Sheriff Rob Corley.
Shreve has been a correctional officer at the Garrett County Detention Center for nearly three years and previously worked in the Maryland Division of Correction.
He was selected for the honor by the sheriff and the supervisors of the detention center based on his outstanding dedication to the safety and security of the inmates held in the detention center.
Each year the Maryland Correctional Administrators Association honors a deserving correctional officer from each county-operated detention center in the state. Shreve will be recognized at the annual association conference in June.
Other achievements at the detention center in 2013 include the promotion of Officer Jim Tichnell to the rank of captain and as jail administrator. He replaced retired Administrator Major Terry Schossnagle.
Kevin Blum was promoted to the rank of lieutenant and assumed the role of assistant jail administrator.
Mike Hill and Paula Lewis were promoted to the rank of corporal and will serve as shift supervisors.
Also, five new correctional officers were hired to fill vacancies.
A transportation unit was formed by assigning a sworn correctional officer strictly to handle transporting inmates to various required locations both in and outside of the county. This has freed up sworn patrol deputies to spend more time on law enforcement duties.
From September through December, there were 392 inmate transports.
Inmates who qualify for the Work Incentive Program completed 19,780 manhours of work in 2013.
The Alternative Sentencing/Community Service program assigned 295 sentenced offenders to complete 6,001 hours of service work within the county.
Corley said the average population of the Garrett County Detention Center for 2013 was 60 inmates. There were 788 inmates booked into the detention center in 2013.
Patrol Sgt. Brent Sanders was promoted to the rank of lieutenant and Detective Robert Zimmerman to the rank of sergeant within the Garrett Bureau of Investigation.
