LAVALE — John Edgar Frank, 84, of Frostburg and LaVale, died on Monday, Sept. 16, 2013, at home.

Born Feb. 14, 1929, he was the son of the late Edgar H. Frank and Vilda Gingerich Frank, of Frostburg. He was also preceded in death by his wife, Frances Lyrine Snoeberger Frank, to whom he had been married for 53 years.

Surviving are his son, Jeffrey Lee Frank and wife Jill, and two grandchildren, Jonathan Lee Frank and Madeline Louise Frank, of Cumberland. He is also survived by a sister, Martha Jane Frank Brant, of Frostburg.

Mr. Frank was a graduate of Beall High School and Frostburg State University and had obtained a Master’s Degree in Education. During his time at FSU, he was an All-American soccer player and outstanding pitcher for the Bobcats baseball team. Mr. Frank continued his baseball career playing semi-professional baseball for several years after college. His educational tenure consisted of being a teacher, coach, school administrator and Central Office Administrator in federal and state programs for the Board of Education of Allegany County.

He was a workshop presenter and keynote speaker during his educational career. During his time in education he served as President of the Allegany County Teacher’s Association and later as president of the Administrators and Supervisors of Allegany County. He was a member of the American Association of School Administrators and a member and president of the Association of School Business Officials of Maryland and the District of Columbia.

After his retirement from the profession, he served as President of the Retired Teachers Association of Allegany County. He also worked under a federal grant with the Western Maryland Library System and did administrative work with Frostburg State University.

Mr. Frank was a sports official for over twenty years at the high school and collegiate level in soccer, basketball and baseball.

He was a Sergeant in the 372nd Military Police Company, USAR, having served for sixteen years.

He was a member of Queen City Lodge 131, A.F. & A.M.; 32nd. Degree, Cumberland Scottish Rite Bodies; Ali Ghan Shrine and Cumberland Court 117, Royal Order of Jesters. He was also a member and past president of Kiwanis Club of Western Allegany; president of AARP, Chapter 2400 and was inducted into the Maryland Senior Citizen Hall of Fame. Mr. Frank was a member of St. Paul’s Lutheran Church, Cumberland.

Friends will be received at the Upchurch Funeral Home, P.A., 202 Greene St., Cumberland, on Thursday, Sept. 19, 2013, from 5 to 8 p.m. and at St. Paul’s Lutheran Church, Washington St., Cumberland, on Friday, Sept. 20, 2013, from 10 to 11 a.m.

Queen City Lodge 131, A.F. & A.M. will conduct a memorial service at the funeral home on Thursday at 5:30 p.m.

The funeral service will be conducted in St. Paul’s Lutheran Church, corner of Smallwood & Washington Sts., Cumberland, Friday at 11 a.m.

Entombment will be in Rest Lawn Memorial Gardens on Cash Valley Road, LaVale.

Serving as pallbearers are Robert Lee Snoeberger, Robert Crabtree, Arthur Isom, David B. Sensabaugh, Thomas E. Martin and Hon. William Timothy Finan. Honorary pallbearers will be Dr. William Au Miller, Enordo “Moose” Arnone, Tim Connor, James Gaffney, Wally Harper, Ronald J. Screen, Charles Hardy and Pete Brant.

In lieu of flowers, memorial contributions may be made to either the Ali Ghan Shrine Transportation Fund, P.O. Box 1416, Cumberland, MD 21501 or to the Scottish Rite Children’s Department of Language Disorders, P.O. Box 267, Cumberland, MD 21501.
