WILLIAM R. TURNBULL [LaVale]

LAVALE — William Raymond Turnbull, 79, of LaVale, died peacefully, surrounded by his entire family, on Friday, June 6, 2014 at the Western Maryland Regional Medical Center.



Born Feb. 3, 1935, in Lonaconing, he was the son of the late John Darnley Turnbull and Fay (Eichhorn) Turnbull.



Bill was a member of the last graduating class of Central High School of Lonaconing, in 1953. Upon high school graduation, he was employed by Celanese Fibers Corporation. In 1956, he attended the Maryland State Police Academy in Pikesville. His first assignment in the Maryland State Police was in Waldorf. In 1971, he was transferred to Barrack C in LaVale where he served as Barrack Commander until 1978 when he earned the rank of Captain, serving as the Western Maryland Troop Commander for Frederick, Washington, Allegany and Garrett counties. He retired in 1992 after proudly serving 36 years with the Maryland State Police. During his tenure, Bill was instrumental in bringing the Medivac Helicopter Unit, the Combined Criminal Investigation Unit (C3I) and the Emergency Medical System to Western Maryland. Shortly after his retirement from the Maryland State Police, Bill was employed by the federal government to respond to disaster events, including the Oklahoma City bombing and 911 terrorist attacks in New York City, and many natural disasters throughout the country.



While on one of his federal assignments in Washington, DC, Bill returned to Cumberland with only a notebook and pencil in hand and began organizing what is now the local FEMA operation at the former PPG Industrial site at Mexico Farms. He then served as the first site manager of operations before retiring on December 31, 2013. In all, Bill enjoyed a 60 year work career.



Bill was a member of the LaVale United Methodist Church, where he served as an usher. He was also a member of the LaVale Lions Club for 40 years.



He is survived by his wife of 54 years, Louise (Dilfer) Turnbull; his son, David and wife Kathy, Cumberland; his daughter, Diane Devlin and husband Mike, Frederick, as well as four granddaughters, who were his pride and joy, Marie and Ashley Turnbull, and Michelle and Laura Devlin. He enjoyed attending many of their sporting and performing arts events. His happiest moments were those spent with all his grandchildren present at family gatherings.



Friends will be received at the Adams Family Funeral Home, P.A., 404 Decatur St.,


Cumberland, (www.Adams-FamilyFuneralHome.com) on Monday, June 9, 2014 from 1 to 3 and 6 to 8 p.m.



A funeral service will be conducted at LaVale United Methodist Church, on Tuesday, June 10, 2014 at 11:30 a.m. with the Rev. Bernadette Ross officiating.



Interment will be in Sunset Memorial Park. Pallbearers will be members of the Maryland State Police.



The family would like to thank the staff of the LaVale Rescue Squad and Western Maryland Health System’s Emergency Department and Intensive Care Units for their compassion and professional care.
