Residents asked to report cases of animal cruelty

— I have lived in Frostburg now for several years. I am asking all citizens to please report animals left outside in the freezing cold in this county. I have seen several pets chained up outside in the below freezing weather in this area. This animal cruelty act should be against the law. It is too cold to leave pets outside in the below freezing weather!
Animals cannot speak up for themselves, and need protecting against the cold weather.
Please report when you see this to your local police and or the animal control office in Cumberland. There is an e-mail address to the animal control office there.
This cruelty has got to stop! There ought to be a law against this cruelty act. Pet owners should know better than to leave their pets outside in this below freezing weather. I for one, am reporting it when I see it happening!
