CUMBERLAND — An assault complaint Wednesday on Elm Street led to the arrest of a city man on robbery, handgun and drug distribution charges, according to the Cumberland Police Department.
Kevin Antonio Proctor, 21, was charged with robbery, handgun on person, firearm use in violent crime, possession of a controlled dangerous substance with intent to distribute, second-degree assault and drug possession.
Following a bond hearing, Proctor was jailed without bond at the Allegany County Detention Center, pending bail review in district court.
Police said that Proctor allegedly assaulted and robbed an Elm Street man and ran before police arrived in response to the 4:30 p.m. incident.
Proctor was located in the area and taken into custody without incident.
Information from a witness led to recovery of a semiautomatic handgun and multiple baggies of suspected crack cocaine where Proctor was seen “dumping things from his pockets,” police said.
