CUMBERLAND — A city man was released on his personal recognizance Monday after he was charged with second-degree assault, Cumberland Police said.
Joseph Bates, 60, was charged following investigation of the 12:45 p.m. complaint.
Police said Bates allegedly struck a female victim after they argued. The incident occurred in a vehicle that police located in the middle of Pennsylvania Avenue and Fourth Street.
Bates was located in the area and was taken into custody.
The victim did not require medical treatment, police said.
