KEYSER, W.Va. — A traffic stop in Keyser Wednesday morning led to the arrest of a Keyser man for third offense driving while revoked for driving under the influence, according to the Keyser Police Department.
Police said John Leon Kuglar, 44, was arrested in a traffic stop on Armstrong Street at about 11:30 a.m. The stop was made after an off-duty Keyser Police officer observed Kuglar driving
although he was in violation of the law.
Following a bond hearing, Kuglar was released after posting $1,500 bond set by a Mineral County magistrate.
Police said Kuglar was convicted previously of driving revoked for DUI in Hampshire County in November 2005 and for the same charge in Mineral County last January.
