CUMBERLAND — A city man was arrested when Cumberland Police investigated a disturbance complaint Monday at a Bond Street residence.
Investigation of the 1 a.m. Sunday incident led to the arrest of Joshua E. Wratchford, 26, on a charge of second-degree assault. He remained jailed Tuesday at the Allegany County Detention Center on $20,000 bond.
Police observed injuries to the female victim’s arms that led to the arrest. She did not require medical treatment.
