With the furniture on its way out and the chandelier lowered, painting contractor Richard Withrow of W.Q. Waters measures up the work to be done in the Senate chamber of the Capitol in Charleston, W.Va., on Thursday. A W.Q. Waters employee since 1960, Withrow said he knows every square inch of the Capitol from brushstroke to brushstroke. “From that wall over there to the other wall (pointing from the far wall of the Senate Charmber to the House of Delegates), I’ve painted in here. I’ve done a lot of work in this old building and I like it,” Withrow said. Scaffolds will be erected Monday and painting the chamber will commence on Sept. 16.
